The Colorado
Department of Transportation (COOT) identifies a fill as "rock fill" and not "testable"
if 50 percent or more of the fill is 1/4 Inch in size and larger.

I ~.

When the forms are read several places will be found where we have a
question marl< instead of the number of hours that the flood waters will consume to
rise and then fall against the levee. We have been advised that this number is
something less than 16 hours and have made preliminary calculations that tell us the
resistance of the embankment to seepage is excellent. In other words, when water
is against the embankment for less than 16 hours the water will not impair the
seepage stability of the enibankment nor will significant quantities of water flow
through or under and then up to the ground surface on the landside of the
embankment.

We have prepared this collection of information and our preliminary opinions
for the April 3, 1997 meeting in which technical information about the adequacy of the
Deepe Farm Pit levee will be shown to those at the meeting.
