Ire order to fully control the waters and erosion of <br />the upper basins, with resultant alleviation of much of the damage to the lower <br />basins, experts working in the region advise: (1) proper grazing practices on <br />the vratershed; (2) better f:lrming practices including terracing, contour and <br />stubble mulch fanning; and (3) the use of retention dans whenever possible. <br /> <br />J <br />,~ <br />" <br />\ <br /> <br />Individual conservQtion efforts are being made in areas within the bound- <br />.'i.es of soil conserv:tion districts, but they are insufficient for complete con- <br />trol. Soil Conservation Districts in the basins are as follmvs: Kiowa District, <br />CTIlich includes the areas of Kiowa and Comanche Creeks from the heamvaters to the <br />A.I'apahoe-'Clbert County line; Agate District, which covers the Bijou Creek basin <br />from the headwaters to the Arapahoe-SIbert County line; and Deertrail District, <br />wl:ich extends from the Arapahoe-Elbert County line in the Bijou baSin to U. S. <br />T_T-j ghv!ay 36. <br /> <br />There have been six major floods on these creeks since 1920, which have <br />caused the loss of at least eleven lives and untold destruction and suffering. <br />:ssuming that precipitation in the future ,viII approximate past conditions, it <br />'s logical to expect recurring floods in this area at intervals averaging five <br />-~""3.rs . <br /> <br />The Department of Agriculture through its agencies has demonstrated the <br />'cethods for control in these basins, and is prepared to give suitable profession- <br />0.1 advice and assistance. It would appear advantaGeous to town and rural dwel- <br />lers ali'ce to strive for an accelerated program of control such as has been out- <br />iined above. Extensive planning, through cooperation betvreen residents of the <br />qrea and State and Federal a'ce'lcies, is necessary before the economic life of this <br />area vrill be safe from the ravaces of floods and erosion, and such a program <br />can be accomplished. <br /> <br /> <br />" <br /> <br />A Drop-ram Yfhich would furnish federal assistance to these and other sub- <br />basins contributing naters to the Lissouri :liver has been presented to the Con- <br />Gress of the United States as "House Docu,<Jent Iio. 373, 81st Congress, 1st <br />]ession" entitled "!lissouri ;,(iver Basin AC:ricultural ,rogram". On page 83 of <br />this document is a request that immediate approval be given "A Program for <br />Stabilizing !,Iea3ures for Small'atercourses" and "-- an authorization for appro- <br />priation for the initial sta;,;e of the program for the installation of such <br />stabilization measures." The Kiowa and Bijou Creek basins would benefit by the <br />initial phases of the program to such an extent that damages due to floods and <br />erosion vlould become negligible. The State of Colorado has indicated its <br />approval of the proGram as necessary to the economic welfare of the state and the <br />nation. <br /> <br />. . . . . <br />
