The following guidelines are
required by the County Office.

1. Release of state pre-positioned sandbags for use in an actual
emergency situation will be by the state Office of Emergency
Preparedness (SOEP) through coordination with the County
emergency preparedness coordinator.

2. In times of emergency if a requirement exists for these
sandbags and the county emergency preparedness coordinator
cannot reach SOEP, the coordinator will inform SOEP of the
action taken.

3. Reimbursement, at the purchase price, for these sandbags may
be requested by SOEP of the using jurisdiction.

4. Sandbags are to be issued for use by political jurisdictions
and other recognized governmental organizations, rather than
to individuals and/or private businesses.

5. These sandbags stocks have been pre-positioned on a regional
basis and are not just for use within the jurisdiction within
which they are stored.

6. State sandbags stocks are supplemental to those of local
government and have been pre-positioned to provide a timely
response when needed. They do not relieve the requirements
for local government to maintain a stock level of their own
based on their potential flood threat.

D-l
