5. E~RGENCY lmSPONSE AC1JONS

Emergency Response Actions occur immediately prior to
and during a flood event. The actions are planned to reduce
the threat to life and to lessen social and economic impacts
of flooding. This part of the Flood Preparedness Plan
describes the emergency response actions to be implemented by
the City of Florence based on the identified level of threat.

The City determines the organizational structure and
establishes procedures for implementation of each potential
emergency response action. To avoid duplicate efforts and to
insure effective responses, Fremont County Offices (Sheriff,
Emergency Coordinator, etc.) have agreed to be instructed by
the City where to direct its resources.

5.1 Concent of Onerat10ns

Implementation of this plan requires overall
coordination from City Officials and the Fremont County Office
of Emergency Preparedness. Ongoing communications between
these two offices and other agencies involved are essential in
saving lives and dollars due to a flood event.

The Mayor of Florence, along with other City officials
(City Manager, Police Chief, Fire Chief, etc.) will set up an
Emergency Operations Center (EOC) in the City Ball Municipal
Building as soon as deemed necessary. The Mayor/City Manager
is responsible for selection of emergency response actions and
command of City and County personnel and resources in the
effective implementation of selected actions. The Mayor/City
Manager organizes activities and delegates responsibilities as
necessary to accomplish the task.. These efforts by the Mayor/
City Manager are performed from his office in the City Ball
Municipal Building/Emergency Operations Center.

The Mayor will directly request assistance from the
Fremont County Sheriff's Department and from the Fremont
County Office of Emergency Preparedness.

In the event state assistance is required, the Fremont
County Emergency Coordinator will convey the City's request
for state assistance to the State Office of Emergency Services
in Denver, Colorado. The State Agency will work in cooperation
with City Officials during the emergency assistance.

Upon determination of the emergency action(s), the City
Mayor will mobilize city and county agencies with roles in the
selected actions. As necessary, Agency Directors and Red Cross
will mobilize their staffs and resources to implement the
selected action.
