E~RGENCY lmSPONSE AC1JONS <br /> <br />Emergency Response Actions occur immediately prior to <br />and during a flood event. The actions are planned to reduce <br />the threat to life and to lessen social and economic impacts <br />of flooding. This part of the Flood Preparedness Plan <br />describes the emergency response actions to be implemented by <br />the City of Florence based on the identified level of threat. <br /> <br />The City determines the organizational structure and <br />establishes procedures for implementation of each potential <br />emergency response action. To avoid duplicate efforts and to <br />insure effective responses, Fremont County Offices (Sheriff, <br />Emergency Coordinator, etc.) have agreed to be instructed by <br />the City where to direct its resources. <br /> <br />5.1 Concent of Onerat10ns <br /> <br />Implementation of this plan requires overall <br />coordination from City Officials and the Fremont County Office <br />of Emergency Preparedness. Ongoing communications between <br />these two offices and other agencies involved are essential in <br />saving lives and dollars due to a flood event. <br /> <br />The Mayor of Florence, along with other City officials <br />(City Manager, Police Chief, Fire Chief, etc.) will set up an <br />Emergency Operations Center (EOC) in the City Ball Municipal <br />Building as soon as deemed necessary. The Mayor/City Manager <br />is responsible for selection of emergency response actions and <br />command of City and County personnel and resources in the <br />effective implementation of selected actions. The Mayor/City <br />Manager organizes activities and delegates responsibilities as <br />necessary to accomplish the task.. These efforts by the Mayor/ <br />City Manager are performed from his office in the City Ball <br />Municipal Building/Emergency Operations Center. <br /> <br />The Mayor will directly request assistance from the <br />Fremont County Sheriff's Department and from the Fremont <br />County Office of Emergency Preparedness. <br /> <br />In the event state assistance is required, the Fremont <br />County Emergency Coordinator will convey the City's request <br />for state assistance to the State Office of Emergency Services <br />in Denver, Colorado. The State Agency will work in cooperation <br />with City Officials during the emergency assistance. <br /> <br />Upon determination of the emergency action(s), the City <br />Mayor will mobilize city and county agencies with roles in the <br />selected actions. As necessary, Agency Directors and Red Cross <br />will mobilize their staffs and resources to implement the <br />selected action. <br /> <br />12 <br />
