Sirens,
bullhorns, etc. should also be used in the event there is not
much time available and\or nighttime conditions exist.

It is critical that emergency response measures
recommended by City and County officials be conveyed to those
affected and that specific courses of action for each affected
area be made explicit. This is particularly true for areas
subject to flooding since the time available for action is
limited.

During rising water, the first property located within
city limits that is flooded is the Last Hile Estates RV park.
The damages are estimeted to begin at water surface elevation
5164.5 feet NGVD or approximately 11000 cfs.

In addition, it is important to note that individuals
outside the city limits of Florence need to be notified. These
individuals are not shown in ths flood maps of this plan.
References 1 and 2 provide aerials showing areas along the
Arkansas River upstream and downstream of the city limits.
However, the aerial maps shown are limited to only the 100-
year floodplain or red zone.

4.2 A..encv Not::I.E:I.cat::I.on

Plate 3 (WARNING DISSEMINATION) illuatrates the
communications system to be used in the event of flooding.
Each box identifies the agency and phone number(s) to be used.
The system originates with the Nationel Weather Service
Forecast office in Pueblo and links participating City,
County, State, Federal and non-governmental agencies. Within
each agency, the Agency Director or alternate is responsible
for notifying key personnel arid emergency workers of the flood
threat and of consequent agency activities.

The Fremont County Office of Emergency Preparedness
Coordinator should use Plate 3 to notify other County and
State agencies of the flood threat and remind agencies at this
time to review their copies of the Florence Flood Preparedness
Plan.

The State Office of Emergency Services in Deuver will
receive warning of the flood threat from the National Weather
Service Forecast Office, and in turn disseminates the flood
warning to relevant state agencies.

After the warning dissemination process has been
completed, the Mayor will determine what emergency response
actions are to be implemented as discussed in the next section
_ Emergency Response Actions.

11

~ Mayor

~ Police

iil Sheriff

~ State Patrol

* Fire Depts.

fal City Shop

~ Water Works

~ Superintendent of
Schools

~ Florence High
School

~ Electric Utility
~l Gas Utility

~ Phone Utility
~ County Health

~ Division of Water
Resources

fal American Red Cross

~ National Guard
