CO May 3, 1989 Mr. Jac~ Kirtland Field Representative DEPARTMENT OF LOCAL AFFAIRS 1313 Sherman Street, Room 510 Denver, Colorado 80203 RE: RIAF #1884, Idledale Water II RMC Reference No. 0615.001.00 Dear Mr. Kirtland: This letter is in response to your request to provide documentation on the status of the Idledale water system from a needs standpoint and to indicate future funding needs. The attached Table 1 presents a summary of the water system improvements and costs in three phases. The first phase includes the improvements currently under construction. Phase II includes those improvements considered to be of next highest priority. The Phase III work would be considered as long term needs. The Phase II wor~ includes construction of a water augmentation dam and reservoir, about 10 acre-feet in capacitiy. The dam and reservoir would be constructed at the same location on Sawmill Cree~ where the original Starbuck Heights Dam and Reservoir were constructed many years ago. The District already has adjudicated water rights for the reservoir. I have enclosed a copy of several letters from the State Engineers' Office and the Denver Water Board concerning a temporary substitute water plan. The temporary plan assumes a permanent augmentation plan to provide replacement water for consumptive use within the District is forthcoming. The purpose of the reservoir will be to store augmentation water to be released as required by the State Engineer to make up consumptive use within the District. Therefore, construction of the new reservoir is needed in order to develop a permanent water augmentation plan for the District. This dam and reservoir construction portion of the phase 11 work is of high priority as it will be necessary for the legal use of groundwater for the raw water supply for the Town.
