The first phase includes the improvements currently <br />under construction. Phase II includes those improvements considered to be of <br />next highest priority. The Phase III work would be considered as long term <br />needs. <br /> <br />The Phase II wor~ includes construction of a water augmentation dam and <br />reservoir, about 10 acre-feet in capacitiy. The dam and reservoir would be <br />constructed at the same location on Sawmill Cree~ where the original Starbuck <br />Heights Dam and Reservoir were constructed many years ago. The District <br />already has adjudicated water rights for the reservoir. I have enclosed a <br />copy of several letters from the State Engineers' Office and the Denver Water <br />Board concerning a temporary substitute water plan. The temporary plan <br />assumes a permanent augmentation plan to provide replacement water for <br />consumptive use within the District is forthcoming. The purpose of the <br />reservoir will be to store augmentation water to be released as required by <br />the State Engineer to make up consumptive use within the District. Therefore, <br />construction of the new reservoir is needed in order to develop a permanent <br />water augmentation plan for the District. This dam and reservoir construction <br />portion of the phase 11 work is of high priority as it will be necessary for <br />the legal use of groundwater for the raw water supply for the Town. <br />
