<br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />SUMMARY OF RESPONSIBILITIES <br /> <br />The land Use Commission has been charged by the General Assembly to develop a <br />statewide land Use Plan and Management System. The purpose of this plan and <br />management system is to ensure a planned and orderly development of the state with <br />special emphasis on balance in future growth and attention to the preservation of the <br />environment and our public resources. In carrying out this charge, the land Use Com. <br />mission is to: <br /> <br />. CHARGE: <br />TO ENSURE THE PLANNED <br />AND ORDERL Y DEVELOPMENT <br />OF THE STATE <br /> <br />1. <br />Develop an Interim land Use Plan by September, 1972. This plan will include information <br />and recommendations concerning land capabilities and natural resources; existing state <br />and local land use controls; problems of specific economically depressed areas; local <br />policies concerning future development; criteria for the designation of areas of state <br />concern and local concern, and the authority of the state and local agencies in such <br />areas; documentation of state and federal growth policies and their implications for <br />Colorado; and some preliminary conclusions and recommendations related to land use <br />policy in the state. <br /> <br />2. <br />Develop a Final land Use Plan and Management System by December, 1973. This plan <br />will expand the coverage of the land use policy and regulation elements of the Interim <br />land Use Plan throughout the state and add specifications to environmental land use <br />planning criteria and control standards. It will include proposals for and evaluation of <br />significant land use proposals, such as airports and ground transportation networks. It <br />will provide for detailed water allocations and sewage treatment facilities planning, <br />state and regional recreation facilities, regional economic development plonning, en- <br />vironmental control, and specifications of impacts for continual plan management <br />procedures. <br /> <br />3. <br />Implement planning techniques, including: <br /> <br />. DEVELOP INTERIM LAND USE <br />PLAN <br /> <br />. DEVELOP FINAL LAND USE <br />PLAN <br /> <br />. An environmental matrix - a system of evaluating environmental problems and <br />the effectiveness of existing and proposed controls. <br /> <br />. A management matrix - a continual appraisal of current land use law and policy <br />at all levels of government as they affect Colorado. <br /> <br />. A growth monitoring system - a continual documentation and evaluation of the <br />amount and type of growth occurring in the state. <br /> <br />. Impact models - specific measures and evaluations of effects which certain ac- <br />tivities such as major land developments or the Olympics would have on the state, <br />regions, and communities. <br /> <br />.
