<br />. <br /> <br />. <br /> <br />e <br /> <br />WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, directs the Colorado <br />Water Conservation Board to designate and approve stonn or floodwater runoff channels or basins <br />and to make such designations available to legislative bodies oflocal jurisdictions; and <br /> <br />COMPLIANCE WITH CWCB TECHNICAL STANDARDS <br />WHEREAS, the 100-year flow for certain stream reaches (approximate Zone Afloodplain <br />delineations) within Jefferson County may be estimated by utilizing the appropriate regression <br />equations as set forth in a new Hydrology Addendum (CWCB, September 1999), providing that the <br />stream's drainage area falls within the range for the applicable regression equation; and <br /> <br />WHEREAS, the approximate floodplain delineations contained in said report with included <br />maps for the unincorporated portions of Jefferson County that meet the requirements of the <br />regression equations also meet the requirements for approximate infonnation listed under the <br />Board's "Rules and Regulations for the Designation and Approval of Floodplains and of Storm or <br />Floodwater Runoff Channels in Colorado" (2 CCR 408-1); and <br /> <br />WHEREAS, a procedure for determining approximate hydrology infonnation in Jefferson <br />County for approximate floodplains oflakes, ponds, local stonn drainage areas, and overflows from <br />irrigation ditches and canals has not been established by the CWCB; and those floodplain areas <br />may only be designated with the understanding that the local government should require that a <br />detailed hydrologic and hydraulic study be performed by a professional engineer and submitted by <br />the developer or the development proponent prior to any floodplain development in those cases; <br />and <br /> <br />WHEREAS, the regulation of floodplains by Jefferson County should take place on a case- <br />by-case basis following the procedures developed by Colorado Water Conservation Board staff as <br />outlined in Table 3: <br /> <br />Table 3 <br />CWCB procedure for regulating approximate Zone A floodplains <br /> <br />Type of development Hydrologic requirements for Hydraulic requirements for <br />proposal in community developer developer <br />Limited development Approximate Approximate <br />Limited development Detailed Approximate <br />Significant development Detailed Detailed <br />Significant development Detailed Detailed <br /> <br />4 <br />
