<br />Scope of Research and Hethodology <br /> <br />The research b~ an with a four phase effort to identify <br />potential effects of floodplain regulations. The candidate ef- <br />fects were gleaned f om Congressional hearings records expert <br />, <br />opinion, an assessme t of the results of court decisions relating <br />to floodplain regula 'ons, and floodplain management literature. <br />From these omprehensive list of potential effects of <br />floodplain regulations was compiled (Figure 1). These potential <br />effects were then classified whenever possible, under the headings <br />of economic, social, and environmental effects. Further review <br />and screening of the potential effects produced a listing of <br />selected effects to be evaluated. <br /> <br />A case study approach was used to evaluate the selected <br />effects. A total of 23 case studies were visited during the <br />research. However, only data from 21 were included in the evalua- <br />tion tables. The data collected for San Diego County, CA were <br />not of comparable detail with other case studies and therefore <br />could not be included in the evaluation tables with the excep- <br />tion of the one dealing with regulatory characteristics. The <br />data for Bergen County, NJ and its 71 local governments were <br />gathered after the initial analyses for the other case studies <br />1 <br />were completed. The thrust of the Bergen County effort focused <br />on the financial implications of floodplain locations and regu- <br />lations. These data are more detailed than those gathered in <br />the other case studies and could not be synthesized readily into <br />the analyses. <br /> <br />The 21 case studies which form the basis for this evaluation <br />of effects are in the National Flood Insurance Program (NFIP) and <br /> <br />ISixty-seven municipalities and the Hackensack Meadowlands <br />entity participated in the NFIP; 3 local governments did not. <br /> <br />-3- <br /> <br />366-756 0 - 82 - 2 <br /> <br />""-- <br />
