.---~ '..

our committee consider an official endorsement of the report and an offer of support
to the Arid Regions Committee in its continuing discussions about better identification
and delineation of alluvial fan floodplains.

Technical MappinCl Advisorv Council Review Committee 19:00 - 9:15)

Approximately a month ago I solicited volunteers to serve on a Review Committee to
provide me feedback and guidance about the work of the Technical Mapping
Advisory Council. I have been very gratified by the response. I would like to
introduce the members of that Review Committee and then briefly describe the work
of the Mapping Council.

UpdatinCl and ImprovinQ Floodplain Maps (9:15 - 10:00)

This year, I believe, represents a convergence of a number of efforts related to
improving floodplain maps: 1) the work of the Technical Mapping Advisory Council; 2)
FEMA's Map Modernization work; 3) FEMA's 5-Year Update project; 4) FEMA's
recent internal reorganization; 5) the Mapping and Engineering Standards
Committee's 1996 survey of state map update needs; and 6) individual efforts by
state and local governments and by regional entities to prepare their own floodplain
mapping to be plugged directly into community FIRMs, Committee members will be
given short briefings on the two FEMA work efforts in the context of the
reorganization, Then they will be reminded of the results of the 1996 survey by our
committee (and of the need for states that have not provided responses yet to do so
soon),

Just before our break (the break is from 10:00 to 10:30), I'd like to highlight a project
involving the State of Kansas. They are in the midst of preparing, in cooperation with
FEMA, digital floodplain maps for selected communities in their state, These maps
will, if all goes well, become FIRMs. A more modest, but similar, effort on a single
stream in the Denver metropolitan area will be presented as well. The obstacles to
be overcome (procedural, cartographic, hydrologic and hydraulic, and legal) will be
considered.

Subcommittee Breakouts 110:30 -11 :15)

After the break, our tradition for several years has been to break into our four
subcommittees ( Map Updating and Improvement, Computer Models, GIS and
Digital Mapping, and LOMRs). I believe each of these subcommittees has interests
related to the discussion just before the break. Therefore, I would like to have the
subcommittees shine their own specific spotlight on the question, "How can and
should local, regional, state, and federal agencies and private interests improve the
nation's floodplain maps?" The discussions will develop specific recommendations.

. Page 2
