In a memo to committee members
about a month ago, I requested volunteers for a review committee to provide me
guidance regarding the work of the Technical Mapping Advisory Council. I also said
that there were a number of things currently going on related to the improvement and
the updating of the country's aging floodplain maps. The improvement and updating
of the maps will be the focus of the committee meeting, but there are other matters to
address.

Recommendations Concernina Other ASFPM Committees 18:30 - 9:00)

I want to begin the meeting with two short discussions related to the work of other
ASFPM Committees. The State of Colorado experienced its first Presidential
Disaster in 13 years last July and August. We learned a great deal about disaster
response and hazard mitigation. As we worked toward Hazard Mitigation Grant
Program (HMGP) projects and toward the preparation of a state 409 Hazard
Mitigation Plan, I saw a lot of room for improvement. I especially saw room for the
incorporation of engineering and map-based approaches to the whole process, I
would like to have our committee consider official recommendations to the Mitigation
Committee,

Last year we did not officially act on the matter of alluvial fans. In 1996 the National
Research Council issued a report entitled Alluvial Fan Flooding, prepared under
contract to FEMA. I believe that report provides an opportunity for positive
movement on improving mapping of these unique floodplains. I would like to have

. Page 1
