The <br />Town indicated that since the new ball fields were constructed, it seems like runoff has <br />increased from the school campus. <br /> <br />)0- There were significant problems in the area of Mesa Street and Gamet. Sheet flows occur <br />down the street and flood houses. <br /> <br />)0- There are ponding problems between the railroad tracks and the back side of the <br />businesses along U.S. 40 north of Zero Street. <br /> <br />)0- On 6th Street, the Laundromat and the area behind the 7-Eleven have had problems. <br />Some persons in the area claim the increased runoff is coming from the Grand Meadows <br />sub-division area. <br /> <br />)0- Approximately 4 feet of fill was put in the Grand Meadows subdivision detention pond <br />for a park. The pond is currently being re-engineered to provide proper detention. <br /> <br />)0- There has been some basement flooding on the southwest comer of Gamet and First <br />Street. However, the homes on the north side of the street are O.K. <br /> <br />. The newspaper may have photographs of the July 2000 flooding event. <br /> <br />. Tom Browning reviewed FEMA's National Flood Insurance Program (NFIP) with the Town. <br />They were interested in applying and did not believe that there would be any opposition from <br />the City Council. Tom will set up further meetings with the Town and CWCB to go over the <br />application process. <br /> <br />. The current FEMA FHBM will be rescinded by the resolution. The floodplains shown on the <br />revised map will be designated and can be used in the Town's plauning process. However, <br />these areas will not be used in determining flood insurance rates once the town is part of the <br />NFIP unless they are formally accepted by FEMA. <br /> <br />. The Indian Meadows and Silver Creek subdivisions south of U.S. 40 were discussed. CWCB <br />took the results of the 1984 Wright Water Engineers study and put them under their cover for <br />designation. For purposes of this designation, the resolution will simply endorse the previous <br />study. <br /> <br />Field Review <br />. The following changes were made to the map in the field based on evidence of past flooding: <br /> <br />)0- In sub-basin AI, the flow area was extended east to Lakeview Drive. <br /> <br />~ The flood areas for sub-basin A3 were modified to be slightly wider at design point Ab <br />and slightly narrower upstream of section AS. <br /> <br />~ In sub-basin B2, the flood areas were realigned to follow the road more closely. <br /> <br />~ <br /> <br />20110 <br /> <br />granbLfieldrpt.doc <br />March 20, 2002 <br />
