<br />. <br /> <br />. <br /> <br />. <br /> <br />PROPOSED SOLUTIONS <br /> <br />Below is a list of the alternatives with a very brief description following each alternative: <br /> <br />Alternative 1 - No Action: <br />Leave conditions as they are today. This is the "Do Nothing" Alternative. <br /> <br />Alternative 2 - New levees upstream of State Highway 196: Construct levees on the east and <br />west sides of Wiley Drainage Ditch upstream of State Highway 196 to protect existing <br />residential development. The east levee would essentially be a ring levee to protect the Gold <br />Addition subdivision. Provide up to IOO-year level of protection for all residential structures in <br />the project area. This alternative would include provisions for interior drainage using a culvert <br />and flap gate to drain stormwater runoff from within the levee. <br /> <br />Alternative 3 - Floodproofing, relocation, or elevation of flood prone structures: This task <br />applies to all of the flood prone structures within the Wiley Drainage Ditch floodplain upstream <br />of Highway 196 at the north end of town. Elevation or relocation of the floodprone structures <br />would likely be the most expensive alternative, and would not meet FEMA's requirements for an <br />acceptable Benefit/Cost ratio. This would be a stand-alone alternative and would not require <br />construction of any other alternative. <br /> <br />Alternative 4 - Bridge replacement at Highway 196 and associated channel improvements: <br />Construct a transition channel upstream and downstream of the bridge structure and highway <br />embankment. Replace existing undersized bridge with a new one that has I DO-year flood <br />capacity without failing. This would protect the bridge itself and an important transportation <br />corridor within Prowers County. In addition, this option greatly reduces the backwater behind the <br />bridge, thus removing residential structures from the 1 DO-year floodplain area. A CMP culvert <br />may be installed east of the highway bridge to redirect stormwater flows from the north side of <br />highway 196 to the south side in order to prevent nuisance flooding in the Gold Addition <br />subdivision. Alternative 4 is considered to be a stand-alone option, and does not require <br />completion of any other alternative. FEMA, COOT, and Prowers County would jointly fund this <br />project. <br />
