<br />. <br /> <br />Introduction <br /> <br />. <br /> <br />This report ha s been prepared for local officials, staff, and citizens in <br />the City of Black Hawk. The information is intended to a ssist interested <br />persons in understanding the present local population and economy and to <br />assist them in the preparation of a comprehensive plan under a HUD '701' <br />Local Planning Assistance Grant. <br /> <br />. <br /> <br />The economy of Black Hawk is described in terms of the growth potential <br />and characteristics of households and businesses in Black Hawk. In certain <br />instances, comparisons are made between Black Hawk and the remainder of <br />Gilpin County. These comparisons are intended to provide a fuller under- <br />standing of Black Hawk's changing relationship to the county and rural region. <br /> <br />. <br /> <br />Summary Comments <br /> <br />. <br /> <br />Compared to Gilpin County, Black Hawk has experienced minimal growth, <br />both in physical and economic terms. Whereas new construction has occurred <br />in the county, Black Hawk has failed to capture a significant amount of new <br />construction as evidenced by a declining percentage of the total county's <br />assessed valuation. In terms of retail sales, Gilpin County has shown significant <br />increases while Black Hawk has shown decreases after discounting for inflation. <br /> <br />. <br /> <br />The economic indicators described in this report lead to the observation that <br />Black Hawk needs to take more aggressive actions to maintain and expand <br />its economic base, and ultimately its vitality as a mountain community. As <br />will be discus sed in the third technica I paper, "Growth Opportunities and Policies" , <br />steps need to be taken to encourage the redevelopment of existing commercial <br />and residential land uses and/or the annexation of additional land for new <br />development. In both instances, the city needs to focus in on those policies <br />and actions that are feasible for a jurisdiction the size of Black Hawk. The <br />aforementioned report will deal with the steps. <br /> <br />. <br /> <br />Summary of Malor Points <br /> <br />. <br /> <br />. An estimated 252 persons or 126 households presently reside in Black <br />Hawk, an increase of 35 persons or 16% since 1970. <br /> <br />. <br /> <br />. Future population growth will depend on the town's policies regarding <br />annexation and capital improvements . <br /> <br />. The median family income of Black Hawk is lower than that for Gilpin <br />County. In 1970, Black Hawk's median family income was $6,600 <br />compared to $7,600 for Gilpin County. <br /> <br />. <br /> <br />. Twelve percent of Black Hawk's population in 1970 was below the <br />poverty level. <br /> <br />. <br /> <br />-1- <br />
