.

The Honorable Edward J. Tagliente, Mayor
June 5, 1998
Page four

2) Develop a plan for a stream rehabilitation proiect The town and the developer
should pursue a plan to implement a stream rehabilitation option instead of the proposed
side-spill channel. An enlarged, but still "natural" channel, with a capacity for a flow on
the order of a 2-year to 5-year magnitude, could be constructed. Then an overbank
floodplain terrace could be improved, as necessary, for the remainder of the IOO-year
flow. It is possible that existing riparian vegetation could be temporarily removed, stored
during construction, and then replanted, Additionally, new riparian vegetation could be
added as necessary. We believe that a floodplain very similar to the floodplain associated
with the proposed side-spill channel would result from such a project.

We would be happy to provide additional comments on the CLOMR request after the
comments and recommendations in this letter have been considered by the town and the
applicant. Please contact our office if you have any questions or concerns about our
letter.

Sincerely,

~ '+: .~O=_

Brian R.
