Tagliente, Mayor <br />June 5,1998 <br />Page three <br /> <br />3) Consideration of a stream rehabilitation alternative We understand the desire to <br />preserve the riparian environment that currently exists on the site and to minimize the <br />effect of flood control construction, That was the reason given for the recommendation <br />fo a side-spill channel. We believe, however, that a single channel would be preferable to <br />two channels, In this particular location it is likely that historic farming and irrigation <br />practices led to the reduction of the natural channel over the years. Most natural streams <br />with a drainage area of the size of Godding Hollow's drainage area could be expected to <br />have a larger channel than it does, because Mother Nature requires that channel capacity. <br />We recommend that consideration be given to modifying the existing channel to <br />reestablish more "natural" conditions. What we suggest is consideration of a stream <br />rehabilitation project to enlarge the existing channel. <br /> <br />Recommendations <br />We believe that the following recommendations will go a long way toward addressing the <br />comments above: <br /> <br />I) Preparation of updated floodplain mal' The current floodplain map for <br />Frederick does not show the town's present corporate limits or any floodplain <br />information for the considerable area that has been annexed from Weld County into the <br />Town of Frederick. It does not show the detailed floodplain information prepared by the <br />applicant to represent the existing floodplain of Godding Hollow. We recommend that <br />the town provide to FEMA the following information: <br /> <br />a) An updated corporate limits map; <br />b) A photocopied and spliced compilation of all of the FEMA floodplain <br />information for Frederick and for Weld County within the 1998 corporate <br />limits of Frederick, with the approximate corporate limits shown on the one <br />map; and <br />c) A Floodplain Information Report from Melody Homes providing a description <br />of the hydrologic analysis with a table of calculated flood flows, a map <br />showing the detailed "before" and "after" flood elevations in plan view, <br />profiles showing the "before" and "after" flood elevations in profile view, and <br />an overall floodplain map of the area around Crona Farm showing adjacent <br />FEMA floodplain information that the new floodplain information will tie <br />into, extending approximately 200 feet upstream and downstream of the site. <br /> <br />The town should formally request of both FEMA and the Colorado Water Conservation <br />Board that the Frederick FIS be updated using the information submitted by the town to <br />FEMA. We believe that continued growth in southwestern Weld County necessitates up- <br />to-date floodplain information for all affected local governments, For that reason, we <br />have copied this letter to adjacent communities. <br />
