<br />l~e regulations allow the flood plain to be divided into two <br />parts. These parts are the floodway (that part of the regulatory area <br />or basin required for the reasonable passage or conveyance of the 100- <br />year frequency flood) and a flood storage area (that part of the regu- <br />latory area or basin that may serve as a temporary storage arca for <br />flood waters from the 100-year frequency flood and that lies land\Vard <br />of the floodway). <br /> <br /> <br />The main purpose of the regulation IS to function as a guide to <br /> <br /> <br />the development of flood plains of any \Vatercourse within the district <br /> <br /> <br />boundaries that would be inundated by the 100-year frequency flood. <br /> <br /> <br />The district will have on file a flood plain zoning map, one or which <br /> <br /> <br />will be supplied by this report for the Big Dry Creek Basin. The regu- <br /> <br /> <br />lation provides for nonconforming uses of existing structures or prem- <br /> <br /> <br />ises within the flood plain, permitted uses, special exceptions, and a <br /> <br /> <br />disclaimer of liability clause. The regulation allows for development <br /> <br /> <br />within the flood storage district under certain conditions if the devel- <br /> <br /> <br />opment is two feet above the 100-year frequency flood profile elevation. <br /> <br /> <br />Furthermore, the regulation provides for a flood plain zoning administl'a- <br /> <br /> <br />tor, a flood plain zoning permit, Ii special exception permit, flood plain <br /> <br /> <br />mapping disputes, floodproofing measures, a certificate of cOll1pliance, <br /> <br /> <br />regulation enforcement and penalties, and amendments to the regulation. <br /> <br />- ) (,- <br />
