The Urban Drainage and Flood Coretrol District adopted the "Flood Plain Regulation" in 1970 and amended it in 1974. This regul~tion w~s developed as a supplement to the Urban Storm Drainage Criteria Manual, Volumcs I and II, under a contract to a local consultant hy the Denver Region~l Council of Governments. The regul~tion was wisely written and later amended to comply with the requirements and to he supplemeJJt~] to the provisions of the Flood Disaster Protection Act of 1973. (See preceding paragraph B, u.S. Department of Housing and Urb~n Develop- ment Flood Policy.) The regulation was also developed directly in line with the Corps of Engineers' intermediate regional flood plain which 11as thc same basic meaning as the tenn "IOO-year frequency flood" used in the regulation. Thus, the regul aLion :i s applicable to any drain~ge b~sin which has the "intermediate regional flood" or the "lOO-ycar frequency flood" delineated. Although a complete reVIew of the "Flood Pl~in Regulation" will not be presented in this report, some of the important points as they relatc to this drainage master plan of Big Dry Creek will bc discussed. -10)-
