<br />FLOOD INSURANCE STUDY <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 Purpose of Study <br /> <br />This Flood Insurance Study has been prepared to revise and update <br />a previous Flood Insurance StudyjFlood Insurance Rate Map for the <br />City of Montrose, Montrose County, Colorado. This information <br />will be used by Montrose to update existing flood plain regulations <br />as part of the regular program of flood insurance by the Federal <br />Emergency Agency (FEMA). The information will also be used by <br />local and regional planners to further promote sound land use and <br />flood plain development. <br /> <br />In some states or communities, flood plain management criteria or <br />regulations may exist that are more restrictive or comprehensive <br />than the minimum Federal requirements. In such cases, the more <br />restrictive criteria take precedence and the State (or other juris- <br />dictional agency) shall be able to explain them. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The sources of authority for this Flood Insurance Study are the <br />National Flood Insurance Act of 1968 and the Flood Disaster Protec- <br />tion Act of 1973. <br /> <br />The hydrologic and hydraulic analyses for Uncompahgre River were <br />performed by the U.S. Army Corps of Engineers, Sacramento District, <br />in February 1980 (Reference 1). The hydrologic and hydraulic <br />analyses for Montrose Arroyo and Cedar Creek were performed for <br />the Colorado Water Conservation Board (CWCB) by Hydro-Triad, Ltd., <br />and Gingery Associates, Inc., (References 2 and 3, respectively). <br />All of the floodways developed for this study were prepared by MSM <br />Consultants, Inc., for FEMA, under Contract No. H-4710. This work, <br />which was completed in December 1981, covered all significant flood- <br />ing sources affecting the City of Montrose. <br /> <br />1.3 Coordination <br /> <br />An initial coordination meeting was held in the City of Montrose <br />on March 23, 1978. This meeting, attended by representatives of <br />Montrose, FEMA, and the study contractor, was held to discuss the <br />nature and purpose of the study and the scope and limits of work. <br />
