I
t
I
I
I
I
I
I
I
I..
I'
I
I
I
I
I
I
I.
I

Page 8

Adverse Effects

The only short-term adverse effects would involve the noise levels during
the construction phase.

Relocation of eight residences would be the most severe long-term adverse
effect.

This alternative proposes to employ flood plain zoning in the area from
Datura east to Powers Park. The long-term adverse effects in this reach
of the study area would be as discussed in ALTERNATIVE NO.1.

ALTERNATIVE NO. 3

Beneficial Effects

Short-term benefits would be nearly the same as ALTERNATIVE NO.2.

This proposal is identical with ALTERNATIVE NO.2 for the main tributary,
with the addition of an improved detention embankment in Powers Park.
This would greatly reduce the potential flood danger between the Park and
Datura Street.

The proposed improvements along the south tributary would decrease
potential flood damage to one half the present potential.

Flood insurance benefits would be available to property owners within
the Powers Park-Datura reach and along the south tributary.

Adverse Effects

Again, noise levels during construction would be a short-term adverse
effect.

As in ALTERNATIVE NO.2, relocation would be required, and the long-term
effects of flood plain zoning would occur.

INTERIM REPORT RECOMMENDATION

Beneficial Effects

The beneficial effects of the Interim Report Recommendation would nearly
duplicate those of ALTERNATIVE NO.1 for the main tributary and those of
ALTERNATIVE NO. 3 for the south tributary.

Adverse Effects

The effects of flood plain zoning in the Recommendation would be as previous-
ly discussed.

It is also felt that implementation of the Interim Report Recommendation
would have an adverse effect in view of the more positive flood prevention
solutions found in ALTERNATIVES NO.2 and 3.
