The long-term adverse effects in this reach <br />of the study area would be as discussed in ALTERNATIVE NO.1. <br /> <br />ALTERNATIVE NO. 3 <br /> <br />Beneficial Effects <br /> <br />Short-term benefits would be nearly the same as ALTERNATIVE NO.2. <br /> <br />This proposal is identical with ALTERNATIVE NO.2 for the main tributary, <br />with the addition of an improved detention embankment in Powers Park. <br />This would greatly reduce the potential flood danger between the Park and <br />Datura Street. <br /> <br />The proposed improvements along the south tributary would decrease <br />potential flood damage to one half the present potential. <br /> <br />Flood insurance benefits would be available to property owners within <br />the Powers Park-Datura reach and along the south tributary. <br /> <br />Adverse Effects <br /> <br />Again, noise levels during construction would be a short-term adverse <br />effect. <br /> <br />As in ALTERNATIVE NO.2, relocation would be required, and the long-term <br />effects of flood plain zoning would occur. <br /> <br />INTERIM REPORT RECOMMENDATION <br /> <br />Beneficial Effects <br /> <br />The beneficial effects of the Interim Report Recommendation would nearly <br />duplicate those of ALTERNATIVE NO.1 for the main tributary and those of <br />ALTERNATIVE NO. 3 for the south tributary. <br /> <br />Adverse Effects <br /> <br />The effects of flood plain zoning in the Recommendation would be as previous- <br />ly discussed. <br /> <br />It is also felt that implementation of the Interim Report Recommendation <br />would have an adverse effect in view of the more positive flood prevention <br />solutions found in ALTERNATIVES NO.2 and 3. <br />
