<br />Page 7 <br /> <br />ALTERNATI E NO. 1 <br /> <br />Beneficia Effects <br /> <br />Shor -term benefits of this proposal are limited and relatively minor. <br />Some positive benefit to the economy may be realized through construction <br />cont acts for the proposed channelization and improved conduit. Implementa- <br />tion co.sts of this alternative are the lowest of those prl:lposed in the <br />Inte im Report. . <br /> <br />This alternative stresses long-term benefit through the utilization of the <br />floo plain zone. The Interim Report states: "This would lead to minimizing <br />pote tial flood damage, if not total elimination, over a period of time." <br />Deli eation of flood plain zone to this,area would qualify the property <br />owne s for federally subsidized flood insurance. <br /> <br />Adverse E fects <br /> <br />Cons ruction of the proposed channel and conduit will generate noise levels <br />that would be moderately adverse for a short term. <br /> <br />Whil the flood plain zone would provide a long-term beneficial effect for <br />the ommunity at large, property owners within the flood plain zone would not <br />be a le to repair or replace severely damaged or destroyed structures. This <br />woul have a further effect of adversely affecting property values within the <br />zone district. <br /> <br />This alternative would only alleviate potential flood damage <br />year flood between Prince Street and the South Platte River. <br />woul overflow Prince Street west to the Platte River due to <br />of t e five-year capacity culvert. <br /> <br />below a five- <br />La rger floods <br />the restriction <br /> <br />ALTERNATI E NO.2 <br /> <br />Beneficia Effects <br /> <br />Cons ruction requirements of this alternative would have moderate short- <br />term effects on the local economy. <br /> <br />This alternative has many long-term benefits~ Major channel and drainage <br />impr vements are proposed that would eliminate potential flood danger on <br />the ain tributary, west of Datura, and along all of the south tributary <br />from Datura to the confluence. <br /> <br />Anot r major benefit to the area would:be the detention pond, located just <br />east f the railroad tracks, which could be the focal point for a neighbor- <br />hood park. The proposed channel would provide a setting for a trail system <br />that ould run between Datura and Prince Streets.
