<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />'I <br /> <br />1. <br /> <br />Flood Plain Ordinance <br /> <br />The first step in the adoption of the proposed master <br />plan for Slaughterhouse Gulch, and those of the other <br />major drainageways through the City of Littleton, <br />requires that a strict, enforceable flood plain zoning <br />ordinance be adopted. The intent of the ordinance will <br />be to control the amount and type of growth and recon- <br />struction in flood prone areas. Stringent flood plain <br />regulations must be adopted to qualify the city for the <br />federally subsidized flood insurance program. The <br />criteria required for this program is spelled out very <br />concisely in the national flood insurance program outline. <br /> <br />Assistance with the adoption of the flood plain regula- <br />tions can be gained through the Colorado Water Conserva- <br />tion Board and the Urban Drainage and Flood Control <br />District. The Urban Drainage and Flood Control District <br />has recently established a Flood Plain Management Program <br />which is intended to assist cities and counties within <br />the district with the necessary programs discussed in <br />this section. <br /> <br />2. <br /> <br />Flood Insurance <br /> <br />The City should push for the completion of qualification <br />of the City for the regular flood insurance program, as <br />defined in the Flood Insurance Act of 1968. Presently <br />the City is qualified for emergency flood insurance, <br />however, this program expires in mid-1975. <br /> <br />Once under the regUlar flood insurance program, insurance <br />coverage can be acquired to the following limits: <br />$35,000 structural coverage and $10,000 contents coverage <br />for structures used for residential purposes, and $60,900 <br />structural coverage and $10,000 contents coverage for <br />all other structures. Table VII lists the chargeable <br />rates which would apply under this program, set to <br />encourage all those authorized for coverage to purchase <br />the flood insurance available under the program. Cover- <br />age in excess of the maximum limits imposed by the pro- <br />gram may be acquired by the property owner. However, for <br />coverage which exceeds the limits of this program, actuar- <br />ial rates are charged which will be determined to be char- <br />acteristic of the hazard associated with the property in <br />question. These rates will be adopted at the time the <br />flood insurance rate maps are completed by the Depart- <br />ment of Housing and Urban Development. <br /> <br />VIII-IO <br />
