<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Drawing No. SG-4 <br /> <br />This reach of the channel, extending along Berry Drive <br />from Elmwood Street to Berry Avenue, is also susceptible <br />to high flood damages. Through this reach, as in the <br />previous drawing, the natural major channel has been <br />totally obliterated and essentially made a part of the <br />transportation system of the area. The design of the <br />street system however did not consider drainage needs. <br />This has resulted in extensive property improvements ad- <br />joining the street which now have become part of the <br />flood plain for Slaughterhouse Gulch. This is an error <br />in development which was made at the time of the origi- <br />nal planning for the area. <br /> <br />The proposed plan for the area is to adopt the flood control <br />program mentioned above and which will be explained in <br />greater detail later including flood plain zoning this <br />reach and qualifying adjoining property owners, affected <br />by the IOO-year flood event, for the subsidized flood <br />insurance. It would seem inappropriate at this time to <br />expend additional funds, resulting in possible major changes <br />to the area, on a major planning error which did not con- <br />sider drainage and flood control in the proper perspective. <br /> <br />Through this reach, approximately eight residences would be <br />affected by the 100-year flood, either through the flood <br />plain totally encompassing the improvements on the property <br />or the house having been set too low so that lower level <br />improvements are on nearly the same level as the street. <br />The latter situation is the case in approximately four in- <br />stances. <br /> <br />The existing 36 inch reinforced concrete pipe through this <br />reach adequately serves the area for the high frequency or <br />minor runoff events. It can be expected that larger flows <br />will continue to run through the gutters of Berry Drive on a <br />regular basis and continue to cause minor damages where high <br />velocities jump the gutter and reach into adjoining improved <br />yards. <br /> <br />Drawing No. SG-S <br /> <br />Through this reach, from Berry Avenue to Powers Park, the <br />IOO-year flood plain has been outlined. The existing facili- <br />ties are shown on the map and consist of the 36 inch rein- <br />forced concrete pipe to Huron Street, the two 48 inch corru- <br />gated metal pipes under Huron Street and the 36 inch corru- <br />gated metal pipe recently installed as the outlet from Powers <br />Park Detention Pond. As indicated earlier, the park will <br />detain flood hydrographs for the high frequency 2 to 3 year <br />flood event and is designed to pass the 100-year flood event <br />over the top of the spillway, as shown on the map. <br /> <br />VIII-7 <br />
