<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />These facilities include three 30 inch corrugated metal <br />pipes extending from a junction box on the east side of <br />Windermere Street, and a 42 inch reinforced concrete <br />pipe which extends from the junction box to Elmwood Street. <br /> <br />The 100-year flood plain has been delineated on the map <br />to show the limits of flooding under present conditions. <br />The flood plain as outlined affects approximately 15 <br />residences through the reach from Elmwood to Windermere <br />Street. The greatest damage can be expected to occur <br />between Windermere Street and Datura Street where no <br />provision exists for surface conveyance of flood flows. <br /> <br />Under the proposed plan, the immediate action suggested for <br />this area is to adopt a flood control program publicly <br />identifying flood hazards, implementing the necessary flood <br />plain management controls through zoning ordinances and <br />qualifying all affected property owners for flood insurance. <br /> <br />It is not suggested that hard and fast structural improvements <br />be made to this reach at this time. With the inherent right- <br />of-way problems characteristic of this two block reach, any <br />type of improvement through here will be expensive and diffi- <br />cult. If structural improvements were implemented, surface <br />conveyance ability should be provided in conjunction with the <br />subsurface improvements to provide capacity in excess of the <br />major flood used in planning. By the implementation of <br />structural improvements, flooding damage could still be <br />expected for storm runoff exceeding that of the design <br />capacity of the structural improvement. <br /> <br />This plan recommends that the City initiate a program which <br />would, through a period of time, acquire the lots and prop- <br />erty identified on the map. All the lots identified are <br />susceptible to different depths of flooding and various <br />degrees of flood hazards. By implementing a program of <br />right-of-way acquisition through this area, which should <br />not be forced upon property owners, but be implemented in <br />such a way as to make them aware of the hazards of the <br />area, a more equitable means of acquiring the hazardous <br />property, to the satisfaction of both the City and the <br />property owners and occupants, will result. At the time that <br />the complete corridor is under the ownership of the City, <br />necessary surface improvements could be made through the <br />reach to convey the 100-year flood through the limits of <br />the city property and remove the flood plain limits from <br />the adjoining properties. At the same time, the majority <br />of the present potential damage sources would have been <br />eliminated and the average annual flood damage reduced <br />while the flood conveyance ability of the reach would <br />exceed that for runoff events in excess of the 100-year <br />flood magnitude. <br /> <br />During the interim, through which the right-of-way is to <br />be acquired, additional programs should be adopted by the <br />City which will be discussed in more detail in the next <br />section. <br /> <br />VI II - 6 <br />
