recommended plan provides a goal as well as a means for carrying
out a small part of the responsibilities of city government in
protecting the health, safety and welfare of its constituents.

C. PRELIMINARY ENVIRONMENTAL IMPACT STATEMENT

Upon submittal of the Interim Report for Major Drainageway Planning
on Slaughterhouse Gulch to the City, the City Planning Department
completed a Preliminary Draft Environmental Impact Statement. The
statement is required to analyze adverse and beneficial impacts of
the project on the environment.

Rather than discuss the impact statement in detail, it has been
incorporated into the final report and is included in Appendix A.
To summarize, the environmental statement briefly discusses the
interim, report and summarizes the alternates as to the proposed
improvemen~and implications of the various proposals. The bene-
ficial effects and adverse effects are also listed for the three
alternates.

To summarize further, the environmental impact statement as pre-
pared by the City Planning Department lists as the beneficial
effects for the recommended Alternate No.1:

Short term benefits of this proposal are limited and
relatively minor. Some positive benefit to the
economy may be realized through the construction con-
tracts for the proposed channelization and improved
conduit. Implementation costs of this alternate are
the lowest of those proposed in the interim report.

This alternative stresses long term benefit through the
utilization of the flood plain Zone. The interim report
states: This would lead to minimizing potential flood
damage, if not total elimination, over a period of time.
Delineation of flood plain zone to this area would qualify
the property owners for federally subsidized flood insurance.

The beneficial effects for the recommended Alternate No. 3 on the
tributary are stated as:

The proposed improvements along the south tributary
would decrease potential flood damage to one-half
the present potential. Flood insurance benefits would
be available to property owners within the Powers
Park - Datura reach and along the south tributary.

The environmental report lists as the adverse effects of the
recommended Alternate No. I as:

Construction of the proposed channel and conduit will
generate noise levels that would be moderately adverse
for a short term.

While the flood plain zone would provide a long-term
beneficial effect for the community at large, property
owners within the flood plain zone would not be able
