PRELIMINARY ENVIRONMENTAL IMPACT STATEMENT <br /> <br />Upon submittal of the Interim Report for Major Drainageway Planning <br />on Slaughterhouse Gulch to the City, the City Planning Department <br />completed a Preliminary Draft Environmental Impact Statement. The <br />statement is required to analyze adverse and beneficial impacts of <br />the project on the environment. <br /> <br />Rather than discuss the impact statement in detail, it has been <br />incorporated into the final report and is included in Appendix A. <br />To summarize, the environmental statement briefly discusses the <br />interim, report and summarizes the alternates as to the proposed <br />improvemen~and implications of the various proposals. The bene- <br />ficial effects and adverse effects are also listed for the three <br />alternates. <br /> <br />To summarize further, the environmental impact statement as pre- <br />pared by the City Planning Department lists as the beneficial <br />effects for the recommended Alternate No.1: <br /> <br />Short term benefits of this proposal are limited and <br />relatively minor. Some positive benefit to the <br />economy may be realized through the construction con- <br />tracts for the proposed channelization and improved <br />conduit. Implementation costs of this alternate are <br />the lowest of those proposed in the interim report. <br /> <br />This alternative stresses long term benefit through the <br />utilization of the flood plain Zone. The interim report <br />states: This would lead to minimizing potential flood <br />damage, if not total elimination, over a period of time. <br />Delineation of flood plain zone to this area would qualify <br />the property owners for federally subsidized flood insurance. <br /> <br />The beneficial effects for the recommended Alternate No. 3 on the <br />tributary are stated as: <br /> <br />The proposed improvements along the south tributary <br />would decrease potential flood damage to one-half <br />the present potential. Flood insurance benefits would <br />be available to property owners within the Powers <br />Park - Datura reach and along the south tributary. <br /> <br />The environmental report lists as the adverse effects of the <br />recommended Alternate No. I as: <br /> <br />Construction of the proposed channel and conduit will <br />generate noise levels that would be moderately adverse <br />for a short term. <br /> <br />While the flood plain zone would provide a long-term <br />beneficial effect for the community at large, property <br />owners within the flood plain zone would not be able <br /> <br />'VI-8 <br />
