be eligible for flood insurance. These minimum standards will not be

reiterated here.

To assure complete eligihility, the governing bodies

for each of the entities must adopt land use and control measures such

as, but they are not limited to, requiring building permits and suh-

division proposals for potential flood haz~rds, review and/or modifi-

cation of water and sewage systems with respect to floodproofing char-

acteristics, etc.

C.) Model Flood Plain Regulation - The Urban Drain~ge and Flood Control
D.i s i~ ")';"i ct. .---------------.---------------------- -------.--.-----..--" -.

The Urban Drainage and Flood Corctrel District adopted the "Flood

Plain Regulation" in 1970 and amended it in 1974.

This regul~tion w~s

developed as a supplement to the Urban Storm Drainage Criteria Manual,

Volumes I and II, under a contract to a local consultant hy the Denver

Region~l Council of Governments.

The regul~tion was wisely written

and later amended to comply with the requirements and to he supplemeJJt~]

to the provisions of the Flood Disaster Protection Act of 1973.

(See

preceding paragraph B, U.S. Department of Housing and Urb~n Develop-

ment Flood Policy.) The regulation was also developed directly in line

with the Corps of Engineers' intermediate regional flood plain which

l1as the same basic meaning as the tenll "IOO-year frequency flood" nsed

in the regulation. Thus, the regnl aLion :i s applicable to any drain~ge

b~sin which has the "intermediate regional flood" or the "IOO-year

freqnency flood" delineated.

Although a complete reVIew of the "Flood PI~in Regulation" will

not be presented in this report, some of the important points as they

relate to this drainage master plan of Big Dry Creek will be discussed,

-IS'
