It should be recocnized that the non-Federal cost sho\m in <br />tanle 6 repreGents the minimum non-Federal cost under the plan of <br />maximum development. ;{';n-Fecieral costs wou.ld be increased if detailed <br />subsurface explorations s:,ould reveal that a dam and reservoir plan <br />requiring less storage than the recommended plan could be adopted. <br />In that event the land requirements for project purposes ot':ler than <br />recreation could be reduced. However, the outer limits of the Bureau <br />of Outdoor Recreation's optimum development are defined by existing <br />topographic fE,atures. Based on these limits, the land :requirement <br />specifically for recreation would increase if the land :requirement <br />for p:roject purposes other than recreation should decrease. <br /> <br />I <br />I <br />I <br />I <br /> <br />! <br /> <br />5. LOCAL COOPEllATION <br /> <br />e.. The recreation enh",ncement and fish and wildlife enhancement <br />functions of the project would require local cooperation in accordance <br />~ith the Federal Water Pro~ect Recreation Act. Accordingly, non- <br />Federal interests woU:d be required to: <br /> <br />(1) Administer project land and ~ater areas for recreation <br />and fish and ~ildlife enhancement; <br /> <br />(2) Pay, contribute in lund, or repay with interest, one- <br />half of the separable cost of the project allocated to recreation and <br />fish nnd wildlife enhancement, a sum presently estimated to be <br />$1,911,000. <br /> <br />(3) Bear all costs of operation, maintenance and replacement <br />for tbe recreation and fish and wildlife functions, including vater <br />replaceme~t, a Sum presently estimated to be $195,000 annually on an <br />average annual basis; . <br /> <br />(4) Provide the water required for the initial filling and <br />for replenishm'ont of evapo,:ation losses of the recreation pool by <br />purchase or other mea.ns consistent with Federal and State laws. <br /> <br />b. Since the water re~ources of the basin are fullY appropriated <br />under existing water rights, it is considered that acquisition of water <br />for initial filling of the recreation pool will require water purchases. <br />The estimated eost for purchase of the 3,900 acre-feet required for <br />initial filling of the two Soda Lakes and the reservoir recreation pool <br />io .t,303, 000. Local interectn would be creditcd for the coot of water <br />acquisition3 for initial fiEing of the recreation pool 0.5 a contribution <br />in kind toward the cost-sharing obligation. Local interests would be <br />required to provide for replenishment of the evaporation losses for <br />the recreation pool, presently estimated at $33,000 annually, as an <br />item of adminidration and maintenance of the project's recreation <br />fUnctio~, ~ithc~t credit toward liquidation of the Don-Federal share <br />of the first CClst of the project. <br /> <br />o <br /> <br />9 <br />
