lVIi', S PltR KS

IlFirst, 1'13:'.. Chairman, :r. would like to
r(;po:r.t~ that; our attorney, Jl.lr. MOE3es, is ill
today and could no't be here. Board member
Quincy Co)~nelius is also ill. He is in 'the
Presbyterian Hospital in Denver and has recently
h,)d [;urgery. He expects to be relec, sed from
the hospital somet.ime within the next: few days.
otherwiile he would have been here. Board mem-
ber Dick Williams is in Europe and that accounts
for his absence. Our Chairman, Mr. S'tapleton,
is tied up in a court case today and could not
be here.

Earlier this week I sent t~o the members
of the Board the itemized federa,l appropria-
tions for F.Y. 1971 broken down into three
columns, President's Budget, House Action and
Senat.e Act.ion. As far as we can anticipat:e at
the present time, the final action of the Con-
gress will be the action shown under the Senate
Ac,tion. The total appropr iation for Colorado
projects made by the Senate is $44,215,000. You
will note by the increases in both the House
and the Senate that the Colorado congresslOna.l
delegation did an extremely effective job in
coordina'ting t:heir efforts. We should be able
to get construction s'tarted on projec'ts tha't
were not contemplated this year, namely, the
Savery-Pot Hook and the Fruitland l'lesa. The
recolnmended appropriations will also allow
the start on Crystal Dam the last unit of the
Curecanti Project. It is anticipated that
bids on the Crystal will be let sometime next
spring.

There was $600,000 added to t11e Mt. Carbon
project budge't with a specific direction in
the Senate bill tha't this money be used for
land acquisition. This appropriation will
therefore accelerate t.hc construc, tion of the
l'lt. Carbon Project. TLat brings up a small
prOblem in that before construc, tion money is
spent or land is acquired by the federal govern'-
ment the Chief of Engineers requires that cer-
tain assurances be given by the State of Colorado

-.46-
