<br />The final community coordination meeting was held on January 28, <br />1982, and was attended by representatives of FEMA, the study <br />contractor, and the city. No problems were raised at the meeting. <br /> <br />2.0 AREA STUDIED <br /> <br />2.1 Scope of Study <br /> <br />. <br /> <br />This Flood Insurance Study co'!'ers the incorporated <br />ci ty of Mani tou Springs, El P,tso County, Colorado. <br />study is shown on the Vicinity Map (Figure 1). <br /> <br />Sutherland Creek was studied 'by detailed methods from a point <br />approximately 1,300 feet above' its confluence with Fountain Creek <br />to a point approximately 6,57q feet upstream of the confluence. <br />The remainder of Sutherland Creek within the corporate limits has <br />been studied by approximate me~hods. Ruxton Creek was studied by <br />detailed methods for its entire length within the City of Manitou <br />Springs. Williams Canyon was s,tudied by detailed methods from its <br />confluence with Fountain Creek to U.S. Highway 24 and by <br />approximate methods from U.S. Highway 24 to the corporate limits. <br />Beckers Lane Tributary was st4died by detailed methods from its <br />confluence with Fountain Creek to a point approximately 1,300 feet <br />above its confluence with Fount4in Creek and by approximate methods <br />from that point upstream to the 'corporate limits. <br /> <br />areas of the <br />The area of <br /> <br />. <br /> <br />The areas studied by detailed methods were selected with priority <br />given to all known flood hazard$ and areas of projected development <br />or proposed construction through 1984. <br /> <br />Approximate analyses were used to study those areas having a low <br />development potential or minimal flood hazards. The scope and <br />methods of study were proposed ~o, and agreed upon by, FEMA and the <br />City of Manitou Springs. . <br /> <br />2.2 Community Description <br /> <br />The City of Manitou Springs is located in western El Paso County, <br />in east-central Colorado, on; the Front Range of the Rocky <br />Mountaina. The c;,.;y is 70 miles south of Denver and immediately <br />west of Colorado Springs. The ,city covers an area of 3.04 square <br />miles and had a population of ,5,675 in 1990 (Reference 2). The <br />city is bordered by the City ofi Colorado Springs to the northeast, <br />and by unincorporated areas of ~l Paso County. <br /> <br />. <br /> <br />The mineral springs at Manitou' Springs attracted Indian tribes to <br />the area who believeu that the' sacred waters could cure illness. <br />They believed that the god of natural resources was living in the <br />waters and named the area Manitou, or "Great Spirit". The <br />discovery of gold in the area i brought miners and prospectors to <br />Mani tou Springs who drove away the Indians. The ci ty became <br />popular as a spa, and people i from all over the world came to <br />partake of the mineral sprin~s. Today, Manitou Springs is a <br /> <br />. <br /> <br />2 <br />
