<br />FLOOD INSURANCE STUDY <br />CITY OF MANITOU SPRINGS, EL PASO COUNTY, COLORADO <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 Purpose of Study <br /> <br />j <br /> <br />This Flood Insurance Study revises and updates a previous Flood <br />Insurance Study/Flood Insurance Rate Map for the City of Manitou <br />Springs, El Paso County, Colorado. . This information will be used <br />by the City of Manitou Springs to update existing floodplain <br />regulations as part of the Regular Phase of the National Flood <br />Insurance Program (NFIP). The information will also be used by <br />local and regional planners to further promote sound land use and <br />floodplain development. <br /> <br />In some states or communities, floodplain management criteria or <br />regulations may exist that are more restrictive or comprehensive <br />than the minimum Federal requirements. In such cases, the more <br />restrictive criteria take precedence and the State (or other <br />jurisdictional agency) will be able to explain them. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The source's of authority <br />National Flood Insurance <br />Protection Act of 1973. <br /> <br />for this Flood Insurance Study are the <br />Act of 1968 and the Flood Disaster <br /> <br />The hydrologic and hydraulic analyses for this study were performed <br />by PRC Engineering Consultants, Inc., for the Federal Emergency <br />Management Agency (FEMA), under Contract No. H-4724. This study was <br />completed in September 1979. <br /> <br />A detailed study was performed along. Beckers. Lane Tributary to <br />revise the floodplain due to channel improvements. The hydrologic <br />and hydraulic analyses for this revision were performed <br />independently by Greenhorne & O'Mara, Inc. and were completed in <br />Jl\nuary 1989 (Reference 1). All channel improvements for this <br />revision were completed by December 1989. <br /> <br />. <br /> <br />1.3 Coordination <br /> <br />. <br /> <br />The pikes Peak Area Council of Governments, Colorado Water <br />Conservation Board, Colorado State Attorney's. office, Colorado <br />State Archives, U.S. Army Corps of Engineers (COE), and city <br />officials were all contacted and provided useful information. <br /> <br />An initial consultation and coordination meeting was held on <br />February 21, 1978, in Manitou Springs between FEMA and community <br />officials to discuss the purpose and scope of the .Flood Insurance <br />Study. An intermediate meeting was held on August 14, 1979, <br />between FEMA and community officials to discuss the progress of the <br />study and floodplain management measures. <br />
