<br />LYONS COLORADO FLOOD lJAZARD MlnGA nON PUN <br /> <br />Introduction <br /> <br />PURPOSE AND SCOPE <br /> <br />Flooding continues to threaten those <br />residents of Colorado located in the eastern <br />foothills of the Rocky Mountains. The <br />citizens of Lyons, Colorado, along with <br />other surrounding mountain communities <br />have experienced quick onset and long term <br />flooding since the first settlers reached the <br />area in the mid 18OOs. <br /> <br />The most recent flash flood episode in <br />Lyons occurred on the night of Aug. 10, <br />1994, approximately 15 years since the l~t <br />flood in the area. This flood resulted m <br />costly property damage to both public ~d <br />private sectors of town, not to ~entlOn, <br />disruption in the lives of Lyons reSidents. <br /> <br />This report is an effort to record and <br />evaluate the events of the flood. It is <br />structured to create a general awareness of <br />the hazards associated with living in a <br />floodplain and will provide prevention <br />tactics, mitigation practices and ideas to <br />lessen flood risk and wlnerability. In <br />cooperation with Boulder County <br />emergency officials and Lyons town J . <br />officials, the Office of Emergency ( <br />Management hopes to provide: _ <br /> <br />o a practical flood reference guide for <br />home and business owners; <br /> <br />o a reference for local government to <br />compare currdnt floods against <br />historical floods; <br /> <br />o an accurate recording of the actual <br />flooding event, which activities <br />were successfUL and which were <br />not. <br /> <br />This report will begin with a brief <br />geographical description of the Lyons area <br />followed by a complete summary of the <br />flood including who was involved and what <br />was accomplished.
