BE IT FURTHER RESOLVED that the Board does hereby designate and approve as approximate floodplain information the l00-year floodplain as described by the approximate floodplain delineation in said new report, dated March 2, 1989, for the stream reach listed in Table 4; and BE IT FURTHER RESOLVED that the Board does hereby designate and approve as storm or floodwater runoff channels or basins those areas descnbCd by the approximate floodplain delinations in said new report dated March 2, 1989, except the appro~e floodplain delineations for-lakes. ponds. reservoirs and overflows from irrigation ditches, and ~ descnbed by the hydrologic procedure for estimating loo-year peak flows as described in the HydrologU: Addendum for Approximate Floodplains dated August 1996, utilizing, as appropriate, the regression equation for Arkansas River Basin Subregion ARK-I for those stream reaches in Subregion ARK-I (Eastern Plains Subregion), the regression equation for Arkansas River Basin Subregion ARK.3 for those stream reaches in Subregion ARK-3 (Central Foothills Subregion), the regression equation for Arkansas River Basin Subregion ARK4a for those stream reaches in Subregion ARK4a (Northern Foothills Subregion West of Monwnent Creek and Fountain), and the regression equation for Arkansas River Basin Subregion ARK4b for those stream reaches in Subregion ARK4b (Northern Foothills Subregion East of Monument Creek and Fountain), as described in the Guidelines for Determining 100-Year Flood Flows for Approximate Floodplains, only for those approximate stream reaches that have drainage areas equal to or larger than the lower lirnits for the use of the Guidelines for Detennining lOO-Year Flood Flow:> for Approximate Floodplain.., except for the approximate study reaches included in Tables 3 and 5, contingent upon the undewtanding that EI Paso County and the EI Paso Regional Building Department will regulate the approxinlate floodplains on a case-by-case basis subject to a detailed hydrologic and hydraulic analysis performed by a professional engineer, in accordance with the determinations of the Colorado Water ConserVation Board regarding the applicability of the Guidelinesfor Detennining 100-Year Flood FlowsforApproximate Floodplains; and BE IT FURTIffiR RESOLVED that the Board does hereby designate and approve as storm or floodwater runoff channels or basins those areas described by the approximate floodplain delineations in said new report dated March 2, 1989, except the 3pproximate floodplain delineations for lakes. ponds. reservoirs and overflows from irrigation ditches, and as described by the hydrologic procedure for estimating lOO-year peak flows as described in we HydrologU: Addendum for Approximate Floodplains dated August 1996, utilizing, as appropffilte, the regression equations contained in the U.S. Geological Survey publication, Techniques For E$timating Regional Flood CharacteristiJ:s of SmaU.
