<br />WHEREAS, a new report ent itled "Flood Insurance Study, La <br />Plata County, Colorado, Unincorporated Areas," dated June 15, <br />1981, has been prepared by Camp Dresser & McKee, Inc., for the <br />Federal Insurance AdministratIon under Contract H-4014; and <br /> <br />WHEREAS, the Flood Insurance Study revIses the previous <br />information on Junction Creek, and LIghtner Creek; and <br /> <br />WHEREAS, the Flood Insurance Study contains new detailed <br />floodplaIn information on the Los Pinos River near Bayfield; and <br /> <br />WHEREAS, saId new report descrIbes and outlines the <br />floodplaIn data and information for the storm and floodwater <br />runoff channels or basins of the study streams; and <br /> <br />WHEREAS, said new <br />which are approximate <br />streams: <br /> <br />report includes floodprone areas (Zone A) <br />100-year floodplains for the following <br /> <br />Animas River <br />Los Pinos River <br />Florida RIver <br />North Texas Creek <br />South Texas Creek <br />Wildcat Canyon <br />SprIng Creek <br /> <br />Dry Creek <br />Bear Creek <br />LIttle Bear Creek <br />Wallace GuLch <br />Red Creek <br />Coal Gulch <br />VaLlecito Reservoir <br /> <br />Unnamed Tributaries to the Florida RIver <br />as shown on Panel 415 of the study. <br /> <br />WHEREAS, the Board of County CommIssioners of La Plata <br />County has re.quested the Colorado Water ConservatIon Board to <br />designate and approve the floodplaIns and floodprone areas as set <br />forth in the Flood Insurance Study; and <br /> <br />WHEREAS, <br />1973, requires <br />the prevention <br /> <br />Section 37-60-106(1), Colorado Revised Statues <br />the Colorado Water Conservat ion Board to assIst in <br />of floods and flood damages therefrom; and <br /> <br />WHEREAS, Sections 31-23-201 and 30-28-111, Colorado RevIsed <br />Statutes 1973, provide that such legislative bodies of local <br />jurisdictions may provide zoning regulations for land uses on or <br />along any storm or floodwater runoff channel ur bas lri or)ly dfLer <br />desIgnation and approval by the Colorado Water Conservation <br />Board; and <br /> <br />WHEREAS, La Plata County offIcials have stated that they <br />will regulate the approximate storm and floodwater runoff <br />channels (Zone A) on a case-by-case basIs subject to a detailed <br />hydrologic and hydraulic analysis by a professional engIneer as <br />stated in County Resolution 1980-122 adopted on January 12, 1981; <br />and <br />
