Friday. July 12

10:30 a.m.-12:00 noon

Putting Effective Flood Warning Systems in Place:
The Process and the Guidelines

John Handmer
Flood Hazard Research Centre
Middlesex University
and
Chas Keys
State Emergency Service
Wollongong, New South Wales
Australia

In areas without too many constraints (high population, intensive agriculture) a stonnwater
detention basin system distributed over the entire catchment area seems to be the most
appropriate. On a local scale, reliability of the protection measure may be based on more
traditional techniques involving hydrologic and hydraulic modeling of two-dimensional steady
flows.

After defining the risk of flooding at different scales and multiple criteria for selecting among
alternative measures of floodplain protection and management, the methodology is illustrated in
a case .study from Greece (Giofyros Basin, Crete Island), where a devastating flood occurred on
the 13th of January, 1994. Possible remedial structural and non-structural solutions are analyzed
which may protect the inhabited area and important public buildings from future extreme floods.

15

.

.

.
