The Urban Drainage and Flood Control District and the Colorado Watcr Conservation Board <br />will have to make a public announccment by March 15, 1997 regarding the flood hazard to <br />residents along the South Boulder Creek floodplain. Residcnts will be urged to purchase <br />flood insurancc as a precautionary measure, even if it is not required. A letter, and possibly <br />hand delivered notices, will be sent to affected rcsidents. There is a 30 day waiting period for <br />flood insurancc to takc affcct aftcr it has been purchascd by a property owncr. <br /> <br />. All of the entities present at the mecting saw the need for, and were interestcd in, <br />participating in a future mastcr planning cffort. The mastcr plan would evaluatc feasible <br />long-term mitigation alternatives for the floodplain and for the Flatirons site. The Urban <br />Drainage and Flood Control District would be likely be thc agency responsible for <br />coordinating and partially funding the mastcr planning effort. <br /> <br />. Thc City of Boulder is intcrested in finding solutions to flood hazard mitigation that do not <br />include levees. <br /> <br />. The City of Boulder previously made a formal request to John Liou of FEMA for a map <br />revision of the South Boulder Creek floodplain. Thc CWCB requested that FEMA take no <br />action on the map revision until March 15, 1997, at which timc a decision should bc made as <br />to what should be done regarding the levee certification and/or map revision. <br /> <br />. According to the Division of Minerals and Geology, there will be an amcndment to the <br />existing reclamation plan for the Flatirons site which will reduce the number of acres of open <br />surface water. There will be a 90 or 120 day rcview process depending on the local review <br />comments. <br /> <br />. The Colorado Dcpartmcnt of Transportation should evaluate the need for capacity expansion <br />of the Highway 36 bridge over South Boulder Creek. <br /> <br />SUMMARY <br />The following itcms wcre summarized at thc cnd of the meeting: <br /> <br />. Thc Flatirons company will submit a levee certification request to FEMA within about 60 <br />days. <br /> <br />. FEMA, the CWCB, and the Division of Minerals and Gcology will review perform a <br />technical review of the certification request oncc it is submitted. <br /> <br />. The CWCB is interested in having the levce certified due to the flood protection benefits that <br />the levee could provide to downstream residents. <br /> <br />. The Flatirons enginccr will havc to be provided with the "final" hydraulic models for thc <br />South Boulder Creek floodplain in the study area. <br /> <br />4 <br />
