<br />, <br />f: <br />I <br />Iii <br />, <br />, <br />~. <br />~ <br />~. <br />i <br />, <br />;:. <br />p <br />~ <br />~i <br /> <br />FEMA NFIP MAP REVISIONS USING THE <br />APPLICATION/CERTIFICATION FORM PROCESS <br /> <br />Massoud Rezakhani <br />Lisa Bourget <br /> <br />Abstract <br /> <br />" <br /> <br />The determination of flood risk zones, basl~ (lOO-year) flood I <br />elevations, and floodways provides the basis for administering both <br />the floodplain management and insurance aspects of the National <br />Flood Insurance Program (NFIP). Accepted hydrologic and hydraulic <br />techniques are used to determine the extent of the flood risk for <br />each community that participates in the Program. Under Federal <br />Emergency Management Agency (FEMA) guidelines" this engineering <br />work is carried out by private engineering firms and Federal and <br />state agencies throughout the nation and is reviewed by FEMA I S <br />engineering consultants using technical guidelines established by <br />FEMA and monitored by FEMA's project engineers. <br /> <br />FEMA recognizes that these maps require changes from time to time <br />as a result of floodplain and watershed changes or as a result of <br />improvements in the techniques used to estimated flood risk. <br />citizens and local governments play an important role in keeping <br />NFIP maps technically sound and up-to-date as conditions change in <br />their communities. Revisions to NFIP maps are also reviewed by <br />FEMA's engineering consultants. <br /> <br />.,. <br />, <br />:f <br /> <br />< <br />'j; <br />, <br />~ <br />~ <br /> <br />~: <br />l!t; <br />u' <br />" <br /> <br />FEMA has developed detailed application/certification forms for use <br />in requesting revisions and amendments to NFIP maps. These forms <br />were mandatory for all requests received by FEMA after October 1, <br />1992. This workshop will briefly discuss the re,vision process, but <br />will focus on preparation and review of the forms to facilitate map <br />revisions. The coordination between FEMA, its engineering <br />consultants, state and local governments, and private engineering <br />firms to improve the process will be examined. Impacts and <br />responsibilities of the revision process will also be discussed. <br />
