He said <br />recommendations would be difficult, but he would like to see a <br />statewide standardized practice of assessing. <br /> <br />4:45 p.m. <br /> <br />Ms. Maurer explained the differences in the number of required <br />FTEs for annual and biennial assessment programs (see attachment C). <br /> <br />5:02 p.m. <br /> <br />Mr. Eberle said that many counties would need an initial <br />appropriation from the state to operate a two year assessment cycle. <br />Some counties would not be able to appropriate funds for the <br />additional personnel and administrative costs, he emphasized. <br /> <br />Representative Bledsoe said he would support a one time <br />appropriation and recommend that the schedule for inspections be <br />determined by the counties. <br /> <br />Senator Strickland emphasized the variance among the counties. <br />Some counties already have comprehensive systems in place and would <br />not require much (if any) state assistance. Other counties would <br />require start-up funds and possibly ongoing appropriations. Senator <br />Strickland then suggested borrowing money from the severance tax fund <br />as one possible source of funds for counties to be able to use as <br />needed, on a loan basis, to bring their assessment staff closer to <br />what is needed for annual assessments. <br /> <br />5:18 p.m. <br /> <br />Mr. G.W. Ahern, Colorado Assessors Association, said he is not in <br />favor of an inspection target of 10 or 20 percent per year. In <br />Breckenridge, he noted, assessments are conducted on new additions as <br />they are needed. <br /> <br />-2- <br />
