Ahern, <br />Colorado Assessors Association, Dave Wissel, Park County, Ginger <br />Chase, Douglas County, and Max Arnold, Max Arnold and Associates. <br />Charlie Brown, Stan Elofson, David Hite, and Ed Bowditch, Legislative <br />Council staff, were also in attendance. <br /> <br />4:11 p.m.-- Annual Property Appraisal Proqram <br /> <br />Stan Elofson and Charlie Brown, Legislative Council staff, spoke <br />to the committee regarding implementation costs of an annual property <br />appraisal program. Mr. Elofson said the Legislative Council is <br />required to submit a report on this topic to the General Assembly by <br />March 15, and he outlined the different options available (see <br />Attachment A). The General Assembly must choose either annual or <br />biennial appraisals, and whether the frequency of inspection should be <br />4, 10 or 20 years or whether any requirement for inspection should be <br />set in statute. Mr. Elofson's handout showed the different costs <br />involved with each scenario. <br /> <br />Mr. Elofson also distributed a memorandum outlining the cost <br />findings and funding alternatives for assessments (see Attachment B). <br />Senator Strickland asked what the counties were currently averaging in <br />the frequency of their inspections, and Mr. Elofson said there was <br />wide variation. Some counties do not presently have an inspection <br />schedule, and some have a schedule in place and would not need state <br />funds to continue it. <br /> <br />4:33 p.m. <br /> <br />Mary Ann Maurer, Property Tax Administrator, Department of Local <br />Affairs, presented a report to the committee outlining the estimated <br />and actual costs of initiating annual appraisals (the report is on <br />file with the legislative council office). Ms. Maurer noted that <br />Addendum D of the report contained county-by-county estimates for the <br />costs required to fund annual and biennial appraisal programs. <br /> <br />-1- <br /> <br />II <br /> <br />'" <br />
