PLAN FORMULATION

As a result of cert.ain emergency flood protect ion measures

implemented during the 1984 flood fighting activities, the town's

waste water treatment systems, roadway crossings, and floodprone

areas were protected from d isast rous flood los, ses.

The Uncompahgre River in recent history has demonstrated

erosive forces, excessive sedimentation loads and flood problems

which must be considered in any project design. In the

development of a plan-of-improvement the plan must:

o Incorporate existing protection measures

o Consider the river's erosive forces

o Maintain the existing river alignment

o Be cost effective

The study reach was divided into four design reaches. These
reaches are:

Reach I - Town's Lagoon upstream to station 64 + 00 (North
Corporate Limits)

Reach II - Station 64 + 00 upstream t.o Highway No. 348

-11-
