<br />i <br />I,. <br />., <br />I <br />I <br />I <br />I <br />I <br />1-, <br />f, <br />I <br />I <br />I <br />I <br />I <br />I <br />I' <br />I <br />I <br /> <br />The Study was completed on October 31. 1985 on behalf of the <br />City of Alamosa and Alamosa County in cooperation with the <br />Colorado Water Conservat ion Board. The Feasibility Study <br />identified a conceptual plan of improvement which was divided <br />into four project phases at an estimated cost of $6.5 million. <br />This cost estimate includes construction. contingencies. <br />engineering. and administration. These improvements are <br />estimated to reduce average annual flood losses in the area to <br />approximately $63.315/year. This is an annual benefit to the <br />community of about $984.385 per year. The benefit/cost ratio is <br />estimated between 2.5 and 3.0. <br /> <br />Emergency funds from the Division of Disaster Emergency Services <br />following the 1985 State Emergency Declaration were used in <br />conjunction with previously obtained block grant funds and <br />energy impact funds from the Division of Local Affairs and local <br />money to provide sufficient funds to initiate certain phases of <br />the flood control project. Technical design expertise was <br />provided by Muller Engineering. the Corps of Engineers and the <br />Colorado Water Conservation Board. The Colorado Water <br />Conservation Board also served as project coordinator. <br /> <br />The Alamosa Flood Control <br />completed in the following <br />technical advisory committee. <br /> <br />Project <br />sequence. <br /> <br />improvements are being <br />as recommended by the <br /> <br />Phase 1- U.S. 160 Bridge to D&RGWRR <br /> <br />a. Clear vegetation and sand bars out of the river channel. <br /> <br />b. Rehabilitate and install riprap armor on levee near the <br />golf course. <br /> <br />c. Reconstruct levees along East Alamosa between U.S. 160 <br />and the D&RGWRR. <br /> <br />Phase 11- State Street Bridge to U.S. 160 Bridge <br />a. Construct improvements adjacent to Cole Park. <br /> <br />b. Raise the north levee and install riprap at the bend in <br />the river on the north levee and upstream of the bend <br />on the south levee. between State Avenue and U.S. 160. <br /> <br />Phase 111- Upstream Limit (Riverwood Estates) to State Street <br />Bridge <br /> <br />b. Upgrade and raise levees throughout reach to provide <br />adequate freeboard and stability control. <br /> <br />vii <br />
