Soil Conservation Service, Monte Vista Office <br /> <br />Division of Water Resources, Division III, Alamosa <br /> <br />.... <br /> <br />On August 8, 1985, the report on the findings of a State Damage <br />Survey Team on the Rio Grande flood of June 8-14, 1987 was <br />published. The team outlined 19 sites in the Implementation <br />Summary. They divided their recommendations into four <br />categories: private responsibility, local government <br />responsibility, sites that would qualify for Emergency Disaster <br />Assistance, and those sites designated for long range planning. <br /> <br />. <br />i <br />I <br />I <br />I <br />I <br />I <br />I- <br />I <br />I <br /> <br />Following the completion of the State Survey Team's <br />reconnaissance level investigation and implementation summary <br />the Division of Disaster Emergency Services director requested <br />and obtained fig{lncial assistance through the Governor's <br />emergency authority. The amount of financial aid authorized was <br />limited to a SO/50 cost share match. The state-local agreement <br />provided certain specific requirements such as a Local Hazard <br />Mitigation Report. The agreement also required operation, <br />maintenance, inspection and reporting on the condition of the <br />local dike and levee systems. <br /> <br />Part of the consideration in rendering State assistance was <br />based on the fact that such assistance on the front end would <br />free up local funds that otherwise would have been committed as <br />these funds could be used to pursue a long term solution to the <br />flood problem. <br /> <br />The State assistance to the local governments was further <br />defined as seen in Table 5. <br /> <br />Table 5.
