MULTI-YEAR DEVEWPMENT PLAN <br />GENERAL DESCRIPTION <br /> <br />The Multi-Year Development Plan is completed for <br />those Capability Assessment questions which were <br />answered by marking a squared entry, and for <br />which AGREE was entered. These responses in- <br />dicate that the local jurisdiction may have a <br />capability shortfall in a specific area and that the <br />local emergency program manager agrees with this <br />assessment. <br />The Multi-Year Development Plan (MYDP) con- <br />sists of two parts. Part I is an estimate of the total <br />resources and time needed to resolve each iden- <br />tified capability shortfall. Estimates for Part I <br />should not be constrained by current availability of <br />staff time or funds. Part I must be completed for <br />all capability development efforts to be started <br />before 1990. No estimates are required for capabili- <br />ty development efforts to be started in 1990 or <br />later. <br />Part 2 of the MYDP is a more detailed resource <br />estimate which is prepared fOJ all capability <br />development efforts to be started in Federal Fiscal <br />Year (FFY) 1986. Completion of Part 2, therefore, <br />supports preparation of Comprehensive <br />Cooperative Agreements (CCAs) between each <br />State and FEMA as wen as detailed programs and <br />agreements between the State and local jurisdic- <br />tions. Part 2 considers projected local funds, fun- <br />ding required from other sources, and the actual <br />availability of staff time for FFY 1986. <br /> <br />11-7 <br /> <br />erG 1-35 <br /> <br />In addition to planning for capability shortfall <br />development, the MYDP also requires local <br />jurisdictions to (1) identify additional funding <br />needs for major expenditures not specifically <br />covered in the Capability Assessment questions, <br />and (2) summarize local emergency management <br />expenditures for the most recent 12-month period <br />(local fiscal year) for which actual expenditure in- <br />formation is available. Sections 1000 and 1100 are <br />used to provide this information. <br /> <br />Response Book for Local Governments (CPG <br />1-350). When the MYDP has been completed and <br />checked, the MYDP entries should be transferred <br />to the Response Book for transmittal to the State. <br />After a quality check and review by the State. the <br />completed local Response Books are submitted to <br />FEMA for data processing. The Response Book <br />has been designed for high-speed data retrieval. <br />Black ball-point pen should be used for printing <br />all entries. When transferring data to the Response <br />Book, care should be taken to assure that entries <br />are correctly transferred for each question number, <br />and that the appropriate columns for each question <br />have been accurately filled in. <br />
