<br />FLOOD INSURANCE STUDY <br />TOWN OF FRUITA, MESA COUNTY, COLORADO <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 Purpose of Study <br /> <br />This Flood Insurance Study revises and updates a previous Flood <br />Insurance Study/Flood Insurance Rate Map for the Town of Fruita, <br />Mesa County, Colorado (Reference 1). This information will be used <br />by the Town of Fruita to update existing floodplain regulations as <br />part of the Regular Phase of the Nat ional Flood Insurance Program <br />(NFIP). The information will also be used by local and regional <br />planners to further promote sound land use and floodplain <br />development. <br /> <br />In some states or communities, floodplain management criteria or <br />regulations may exist that are more restrictive or comprehensive <br />than the minimum Federal requirements. In such cases, the more <br />restrictive criteria take precedence and the State (or other <br />jurisdictional agency) will be able to explain them. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The sources of authority <br />National Flood Insurance <br />Protection Act of 1973. <br /> <br />for thi s <br />Act of <br /> <br />Flood <br />1968 <br /> <br />Insurance <br />and the <br /> <br />Study <br />Flood <br /> <br />are the <br />Disaster <br /> <br />The hydrologic and hydraulic analyses for the initial study were <br />performed by MSM Consultants, Inc., for the Federal Emergency <br />Management Agency (FEMA), under Contract No. H-47l0. This study was <br />completed in September 1979. <br /> <br />The hydrologic and hydraulic analyses for the restudy were <br />performed by J.F. Sato and Associates, Inc., for FEMA, under <br />Contract No. EMW-89-C-2838. These analyses were completed in June <br />1990. <br /> <br />1.3 Coordination <br /> <br />The initial Consultation and Coordination Officer (CCO) meeting for <br />the original study was held on March 23, 1978, and attended by <br />representatives of the Town of Fruita, the Federal Insurance <br />Administration, and the study contractor. During this meeting the <br />nature and purpose of the study and the scope and the limits of <br />work were discussed. <br /> <br />On January 24, 1979, an intermediate coordination meeting was held <br />in the City of Grand Junction to discuss the progress of the study <br />and the limits of work. In attendance were representatives of the <br />Federal Insurance Administration, the study contractor, and the <br />Colorado Water Conservation Board. No representatives from Fruita <br />attended the meeting. <br />
