Conclusion <br /> <br />Decisionmakers in the appropriate levels and branches <br />of government should give serious and immediate con- <br />sideration to the preceding action recommendations. <br />Success in carrying out Federal level recornrnendatons <br />depends upon followup by all Federal agencies. <br />Responsibility for implementing these action recommen- <br />dations, however, falls most heavily upon those with <br />extensive programs affecting utilization of flood- <br />plains, especially the Departments of Agriculture, <br />Army, Commerce, Energy, Interior, and Transporation; <br />the Environmental Protection Agency; the Federal <br />Emergency Management Agency; and the Tennessee Valley <br />Authority. In each case lead responsibility or <br />action required is directed to one or more of the <br />agencies named to the Federal Interagency Floodplain <br />Management Task Force under the auspices of Federal <br />Emergency Management Agency. Success in effectuating <br />State and local government recomnendations depends <br />upon followup by each entity acting within its own <br />legal and institutional framework. Appropriate <br />cooperation and support from the concerned Federal <br />agencies as well as State and local government are <br />also important. <br /> <br />I-II <br />
