<br />5. Establish a hazard mitigation team mechanism for <br />State agencies similar to the Federal hazard <br />mitigation team for the purpose of improving the <br />effectiveness of pre- and postflood disaster <br />mitigation planning. (VI-20; DA-16). <br /> <br />6. Establish a mechanism to identify and monitor <br />unsafe dams and levees and to provide hazard <br />information to communities subject to potential <br />flooding from failure of unsafe dams and levees. <br />(VI-14; DA-IO, 11, 16, 17). <br /> <br />7. Support regional, substate, and local entities <br />in implementing their floodplain management <br />activities. (VII-20, 21). <br /> <br />a. Provide information, technical assistance, <br />and financial support for improving management <br />activities. (VII-IO, 20, 21). <br /> <br />b. Develop review procedure, to evaluate and <br />support the overall implementation and assure <br />the effectiveness of local floodplain manage- <br />ment regulations and ordinances. (VII-IO, <br />13). <br /> <br />D. Local Level Recommendations <br /> <br />Local governments have a primary role in floodplain <br />management because they oversee decisions affecting <br />floodplain use and they act to initiate local, <br />floodplain management programs using State and Federal <br />guidelines and policies. Recommendations to strengthen <br />local government programs follow. <br /> <br />1. Designate a single point of contact with lead <br />responsibility to coordinate floodplain management <br />activities and provide liaison with State and <br />Federal floodplain managment programs. (VII-II). <br /> <br />2. Adopt and enforce floodplain management measures <br />including zoning subdivision and building codes <br />that at a minimum meet standards recommended by <br />national and State code organizations. (VII-II, 12; <br />DA-18; DC-8). <br /> <br />3. Coordinate with adjacent communities to assure <br />that floodplain management practices do not shift <br />the flood hazard to adjacent communities.
