Assess the amount, location, and condition of the <br />Nation's floodplain lands to provide a basis for <br />establishing national and regional policies to <br />guide their preservation, restoration, and their <br />optimal use. (VII-16). <br /> <br />1. Assess the extent of community needs for assistance <br />in the adoption and administration of floodplain <br />management measures, and identify the appropriate <br />Federal-State-local relationships that would best <br />fulfill these needs. (VII-II, 12, 16; DA-19). <br /> <br />m. Assess the need for and identify the level of <br />detail for floodplain data relating to the inter- <br />relationships between land, water, and related <br />resources, and environmental values. (VII-15; <br />DC-6, 7, 8). <br /> <br />n. Cooperate in periodic assessments of research needs <br />and, when appropriate, in the review of ongoing research <br />projects and programs. (VII-18; DA-6, 19, 20; DC-II). <br /> <br />11. Utilize the Federal Interagency Post-Flood Hazard Mitigation <br />Task Force, under the auspices of Federal Emergency <br />Management Agency's State and Local Programs Directorate <br />to: <br /> <br />a. encourage the preparation of pre-disaster plans for <br />reducing future flood losses and encouraging wise use <br />of floodplains; <br /> <br />b. provide assistance in the preparation and review <br />of post-disaster plans. <br /> <br />c. assist agency efforts to develop and implement <br />hazard mitigation teams' recommendations. <br /> <br />C. State Level Recommendations <br /> <br />Actions are required for State governments to more <br />fully achieve their pivotal role working with both <br />the Federal and local governments toward a unified <br />national program. <br /> <br />Recommended actions follow. <br /> <br />1. Enact enabling legislation specifically address- <br />ing floodplain management programs and regulations <br />in those States where such legislation does not <br /> <br />1-8 <br />
