A vital component <br />of CDSS is the inclusion of the instream flow databases into CDSS and refinement of existing DSS tools <br />to access these new databases. In addition the development of new tools to help with ISF modeling and <br />analysis is critical to the mission of the Stream and Lake Protection Program. <br /> <br />In 200 I, a study was conducted to develop a comprehensive scope of work and the necessary <br />planning tools to determine how to incorporate ISF databases, analysis tools and modeling needs into the <br />existing CDSS. A pilot project for the ISF DSS was developed out of this effort and presented to the <br />Board at it July 2002 meeting. In order to fully implement the ISF DSS project, a total of $440,000 is <br />being requested. The ultimate goal of this project is to produce planning, management and modeling DSS <br />based tools, which will provide accurate information to the Board, its staff, stakeholders, and the general <br />public and be part of the existing CDSS. <br /> <br />Products Produced: <br /> <br />. A. Develop Accessl Sequel Server I Hydrobase compatible databases for: <br />I) New and existing Instream Flow Appropriations and Acquisitions; <br />2) Natural Lake Levels; <br />3) Court Filings; <br />4) Recreational In-Channel Diversions; <br />5) De minimis Impacts; <br />6) Integration and refinement of the Imaging database into the ISF DSS. <br /> <br />B. Consolidate existing GIS layers and develop new GIS layers, which may include hydrography, land <br />ownership, gages, counties, Instream Flow and Natural Lake Level water rights, etc. <br /> <br />C. Develop Data Management Interfaces with the CDSS. <br /> <br />D. Develop modeling tools for ISF needs assessments as they relate to New Appropriations, <br />Acquisitions; Protection and Enforcement of 1800+ state held ISF and Natural Lake Level water <br />rights. Tools will focus on: <br />I) Gaging needs and a comprehensive low flow waming system; <br />2) Real time administration ofISF rights based on further development and refinement of existing <br />modeling tools such as the Colorado Water Rights Administration Tool; <br />3) Development of other tools and Data Management Interfaces for Deminimis Impact on ISF <br />reaches. <br /> <br />E. A comprehensive ISF DSS, which is accessible via the WEB. <br />
