Consolidate existing GIS layers and develop new GIS layers, which may include hydrography, land ownership, <br />gages, counties, Instream Flow and Natural Lake Level water rights, etc. <br /> <br />C. Develop modeling tools for ISF needs assessments as they relate to New Appropriations, Acquisitions; Protection and <br />Enforcement of 1800+ state held ISF and Natural Lake Lev~1 water rights. Tools will focus on: <br />I) Gaging needs and a comprehensive low flow warning system; <br />2) Real time administration of ISF rights based on further development and refmement of existing modeling tools <br />such as the Colorado Water Rights Administration Tool; <br />3) Development of other tools and Data Management Interfaces for Deminimis Impact on ISF reaches. <br /> <br />E. A comprehensive ISFDSS, which is accessible via the WEB, <br /> <br />Recommendation <br /> <br />Staff recommends that the Board request the General assembly authorize $440,000 from the Construction Fund to <br />be appropriated to implement the recommended ISFDSS component of the CDSS. <br /> <br />. <br /> <br />. <br /> <br />Flood Protection.
