His company is <br />constructing a residential development in the City of Sterling, Colorado. This designation and <br />approval action is under consideration due to the hydrologic and hydraulics changes that were <br />witnessed during the July 30, 1997 flood event throughout the development. The flood event <br />demonstrated that the 100-year floodplain as previously designated and approved by the Board is <br />not representative of the 100-year floodplain. The existing designated 100-year floodplain is <br />presented in the floodplain report entitled "Floodplain Information Report; City of Sterling, <br />Floodplain Analysis, Pawnee Creek Overflows, prepared by Icon Engineering, Inc. dated <br />February 3,1997". The Board's approval and designation action of the 100-year floodplain <br />information in said report was by Floodplain Resolution No. 97-456. This action was at the <br />request of the City of Sterling, Colorado. A copy of my November 24-25, 1997 memorandtun, <br />which explains the staff's concern, is attached. <br /> <br />DISCUSSION <br /> <br />During the discussions of the matter at the November 24,1997 Board meeting, Mr. Bethurum's <br />Engineer, ICON ENGINEERING, INC. presented a revision to their February 3, 1997 floodplain <br />report. The new report is entitled "South Point Subdivision, Flood Impact Study Pawnee Creek <br />Overflows, dated November 23, 1997". It was presented to the staff at the Board meeting; <br />therefore, staff could not make a statement regarding the accuracy of the data and whether the <br />information met the Board's requirements for the designation as the 100-year floodplain within <br />State of Colorado. <br />
