The District completed a reconnaissance study for WETP ACK in November 1998. Several of the concepts developed in the reconnaissance study were investigated further in the feasibility study, which has been prepared for the project as presented here. The feasibility study was prepared with a $75,000 Construction Fund loan and was conducted by the District in cooperation with Harris Water Engineering of Durango. Proiect Summary The project involves a system of pipelines, pumps and related facilities to deliver water to the District's Dove Creek Canal system for the irrigation of 4,000 acres of new lands that are presently dry land farmed. Water will be delivered to irrigators in pipes under pressure for sprinkler irrigation only. The major facilities and the locations ofthe proposed irrigated areas are shown on the attached figure. A presentation on the technical features of the project will be made at the November 20th Board meeting. Water for the project will be obtained by the purchase of shares in the Montezuma Valley Irrigation Company (MVIC) and by the acquisition of Totten Reservoir (3,300 acre-foot capacity), which is presently owned by MVIC. All MVIC water rights are decreed for diversions from the Dolores River. The MVIC shares will be used directly for diversions to the new lands while the water in Totten Reservoir will be used for exchange in the southern portion of the District's water supply system. Adequate water will be provided for full service irrigation as defined by the District. Shortages will occur in some years. Monthly operations studies were conducted for an historic period of record, which included a five-year drought. The operations studies indicate an estimated yield of7 ,840 acre-feet per year in most years. The costs for acquisition ofMVIC water and Totten Reservoir are $2,2S0,000. Construction costs, escalated for inflation over four years, are conservatively estimated at $S,817,000 for a total project cost of $8,067,000. Costs are itemized by major category in the table below. The costs in the table have not been escalated for inflation during construction. The District is in the process of acquiring MVIC water and hopes to complete acquisition in early 2001. Construction is scheduled to begin in 2002 and would be done in stages over a period offour years.
